Plus he has a ring given to him by his elven mother. Also another justification could be, for those that like that sort of thing, is that he is a heavily practicing bard. A quite popular bard in fact, so he would have improved on his Charisma. Giving him 19 and the ring bringing it up to 20. (It is a souvenir from earlier in his career, when he first left home.)

Although because I say so is basically the main reason, as well as everything else about him.  :-D  :P
